Some would consider interface design part of programming or web design, but in reality that is only partially true. The design of an interface is truly graphic design in motion, and without the rules that graphic artists must follow for good relations with the viewer, the interface design will not work well. Good graphic design always helps an interface, should it should always be thought as an important mechanical factor beyond an artistic garnishing.
