No matter how many times Mafia II is launched in Win7 (x86|x64), it will initially try to 'install' physX, but will fail with the version that installs with the Geforce NVIDIA drivers and some dev packages. Uninstalling it in add|remove programs will allow the game to 'install' properly and the game will start. Then in the settings, you can enable APEX physX(?) instead of physX.
Pretty bad programming on this installer.
1. unisntall physX
2. start game in steam library and allow it to 'install'
3. enable apex physics in options>video
4. restart the game
